The Zero Emissions Innovation Centre (ZEIC) is sharing its formal submission to the Province’s CleanBC Review.
As one of B.C.’s leading organization focused on accelerating climate solutions, ZEIC’s submission reflects insights from our implementation work, sector-leading programs, and growing ecosystem of over 12,000 practitioners and stakeholders.
Our message to government is clear: British Columbia is not currently on track to meet its climate targets, and equally importantly, B.C. risks being left behind in the global energy transition. To succeed, CleanBC must evolve with bolder leadership, more coherent planning, and better integration of economic, workforce, and energy system transitions.
In our submission, we identify six key areas for action:
- Stronger Climate Legislation and Governance
Adopt more granular, technology-, capital-, and energy system-based targets for now to 2030; set net-zero by 2050 as a legislated goal to align with national and corporate goals; and reimagine the BC Climate Solutions Council as an expert, independent advisory body. - Empowered Public Sector and Stable Funding
Use public procurement to build clean markets, stabilize funding for local and Indigenous climate action, and improve public data access for decarbonization efforts. - Integrated and Decisive Energy Planning
Deliver a comprehensive energy transition plan, clarify utilities' net-zero obligations, and provide regional energy planning frameworks involving Indigenous and local governments. - Sustainable Transportation and Land Use
Work collaboratively with local governments to solve sustainable transit and transportation funding gaps and adopt a pan-government sustainable mode hierarchy and an explicit transportation demand management framework to guide investment, policy, and programs. - Bold Building Policies and Standards
Advance the Zero Carbon and Energy Step Codes, deliver the Highest Efficiency Equipment Standard, support low embodied carbon materials, and pilot a regional building performance standard. - An Enabling Workforce and Finance Ecosystem
Scale workforce training through a CleanBC workforce readiness plan, working with ZEIC’s Sustainable Workforce Coalition and others; and develop a BC Sustainable Finance Roadmap.
As BC faces escalating climate risks and a rapidly shifting global economic landscape, the 2025 CleanBC Review is a crucial opportunity to reset provincial climate strategy. ZEIC stands ready to support this work and deepen collaboration across sectors to drive a resilient, inclusive, and net-zero future.
